This is a very beautiful and rare antique Chinese enamel bell from the Qing Dynasty (19th century). Historically, the glass portion at the top of this type of bell was used to signify class or rank and was worn on headwear. When its original purpose diminished, these items were repurposed as decorative bells/finials.
The colors on this particular piece are outstanding; the blue enamel paired with the yellow/orange glass is stunning. Please note there is some minor damage to the enamel on one of the scalloped edges (see photos). This bell does not include a clapper.
